Members and branches of CAAI:

According to the the Central Committee’s work deployment on improving the academician system, the work of increasing the number of academicians of CAS and CAE has been officially launched in 2019. CAAI is going to conduct the selection of CAS and CAE academicians candidates in 2019 among CAAI members and branches.The selection will be carried out in accordance with the Circular of the General Office of the Chinese Association of Science and Technology on Organizing the Selection of Academician Candidates of CAS and CAE in 2019 (Science and Technology Coordination Office issued Word Formulation No. 1 [2019] and the Chinese Association of Science and Technology(CAST)’s Implementation Measures for the Recommendation/Nomination of Academician Candidates  (Science and Technology Co-development Word No. 98[ 2014]. Notice of the relevant matters is as follows:

 I. Selection Channels and Quotas

    (Ⅰ) Selection channels

        1. According to the relevant regulations of CAS and CAE, one academician candidates can be recommended or nominated by both academicians and academic associations organized by the CAST.

        2. The academician candidates recommended or nominated by the CAST shall be selected by the relevant national societies, associations and research institutes affiliated to the Chinese Association of Science and Technology (hereinafter referred to as the relevant national societies) and the scientific associations of provincial, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps (hereinafter referred to as Provincial Association for science and technology). The application of the academician candidate himself is not accepted.

        3. CAAI is able to select academician candidates of CAS and academicians of CAE. Candidates of the same academician can be selected by CAAI and the Provincial Association for Science and Technology.

    (Ⅱ) Selection quotas 

        The number of places selected by CAAI is not limited, but it should be strictly adhered to the standards, and it is rather lacking.

Ⅱ. Standards and requirements for academicians candidates

    Selection of academician candidates by the Chinese Society of Artificial Intelligence should in strict accordance with the standards and requirements of CAS and CAE on academicians, as well as the requirements for candidates for academic group recommendation or nomination. Selection is mainly for CAAI and its branches members.

    (Ⅰ) Standards and requirements for academicians candidates of CAS.

        Researchers, professors, scholars and experts with equivalent titles of Chinese nationality, who have made systematic, creative achievements and important contributions in the field of science and technology, loving the motherland and having a decent style of study, can be recommended as academician candidates of CAS and elected as academicians. The recommended person shall engage in research work in natural sciences, technical sciences and engineering sciences.

    (Ⅱ) Standards and requirements for academician candidates of CAE.

         Senior engineers, researchers, professors and experts with the same title of Chinese nationality, who have made significant and creative achievements and contributions in engineering science and technology, loving the motherland, having a decent style of study and good conduct, may be nominated as  academician candidates of CAE and elected as academicians.

    (Ⅲ) Candidates shall be no more than 65 years old (born on or after July 1, 1954).

    (Ⅳ) Candidates who have been recommended to CAS or nominated to CAE for a total of three consecutive times of the two Academies in 2013, 2015 and 2017 shall be suspended once in 2019 .

    (Ⅴ) Civil servants or leading cadres above the departmental level who are under the administration of the Civil Servants Law shall not be candidates in principle except who are in police technical posts public security office may be academician candidates of CAE. Military administrative cadres shall not be academician candidates of CAE except those concurrently holding technical posts.

     (Ⅵ) Chinese scholars and experts residing in Hong Kong, Macao Special Administrative Region and Taiwan Province, as well as in other countries, are not included in the selection of the National Association of Science and Technology and the Provincial Association of Science and Technology.

III. Contents and Requirements of Submitting Materials

    All materials submitted by candidates shall not involve state secrets, and if there are indeed unavoidable confidential materials, they shall be submitted separately through confidential channels in accordance with the relevant state confidentiality regulations, the "Measures for the Evaluation and Management of Confidential Materials for Candidates of CAS" and the "Confidentiality Regulations for the Election of Academicians of CAE"; among them, the materials for candidates of CAS at or above the confidential level shall not be submitted. If the materials violate the confidentiality regulations, the candidates shall be disqualified from being recommended or nominated.

     (Ⅰ) Candidate materials 

        1.  academician candidates of CAS 

            (1) Eight paperbacks of the Recommendation for Academician Candidates of CAS (hereinafter referred to as the Recommendation for Academic Organizations), three of which are original.

            (2) Eight paper copies of Annex 1 of the Appendix Material (hereinafter referred to as "Appendix Material") for the Academicians of CAS, including three original copies.

            (3) One set of paper including Annex Materials 1 to 6 .

            (4) Two Confirmation Letters on the Authenticity of Materials.

            (5)Two copies of Confidentiality Examination Certificate of Annex Material (issued by the institution of the recommended person).

            (6) One CD containing electronic documents in the word format of Annex 1 of Recommendation and Annex Materials, and PDF format electronic documents in Annex 2 to 6 of Annex Materials (file size should not beyond 50M).

             (7) One paper copy of peer expert review form (refers to Annex 1 for format).

        2.  academician candidates of CAE

            (1) Ten paper copies of the Nomination Letter for Academician Candidates of CAE (hereinafter referred to as the "Nomination Letter"), including six original copies. The original should be signed by the candidate. The institution of the candidate should be responsible for the examination and verification, and the official seal of the institution should be affixed. 

            (2) Appendix materials: 1 set of photocopies of awarded certificates for significant scientific and Technological Awards of candidates (no more than 6); 1 set of photocopies of patent certificates for inventions and their implementation (no more than 6); 1 set of representative papers and works and reviews (no more than 10); and 1 set of materials for engineering design, construction and operation. Original or photocopy of important achievements in management (no more than 5 ); 1 photocopy of candidate's identity card.

             (3) One CD, which contains data files in MDB format, word format "Nomination Letter" and electronic edition of accessory materials generated by the candidate nomination system of Chinese Academy of Engineering, U-disk mobile hard disk or other storage media are not accepted.

             (4) 2 explanations on the Nomination Letter, confidentiality examination certificate and scope of use of the attachment materials (issued by the candidate's institution with its seal).

             (5) One paper copy of peer expert review form (refer to Annex 1 for format).

    (Ⅱ) Requirements for submitting materials

         1. Material should be submitted in full, and all material paper must be consistent with the corresponding electronic documents. If the selection materials are lacking or incomplete, the candidate materials submitted shall be invalid.

         2. Please submit the materials by February 12, 2019, which are overdue invalid. If it is submitted by post, please send it by express mail. The time of delivery is based on the local postmark.
