Recently, the NeurIPS conference imposed submission restrictions on certain organizations listed among entities subject to U.S. sanctions in its call for papers. This decision runs counter to the openness and collaboration that should underpin academic exchange. The Chinese Association for Artificial Intelligence (CAAI) views this matter with grave concern and hereby expresses its firm opposition. The CAAI states the following:
The very foundation of academic exchange lies in openness and collaboration; equality and mutual trust are long-held consensus principles of the international academic community. By imposing submission restrictions on specific institutions based on political factors and linking academic activities with external political considerations, NeurIPS has seriously deviated from the fundamental principles cherished by the academic community. The CAAI strongly urges the NeurIPS organizing committee to face the negative impact of its actions on the global academic ecosystem, immediately cease its inappropriate practices, and effectively safeguard the basic right of all institutions to participate equally in academic exchange.
The CAAI solemnly calls on all researchers and scholars in the field of artificial intelligence in China to refuse to provide any academic services for NeurIPS - including peer review, editing, and organization - and to stop submitting papers to the conference. Should NeurIPS fail to promptly correct its erroneous practices, the CAAI will initiate relevant procedures to remove NeurIPS from the CAAI Recommended List of International Academic Conferences.
