Candidate Recommendation on the 18th China Young Women Scientist Award

In order to deeply study and implement Xi Jinping’s Thoughts on Socialism with Chinese Characteristics in the New Era, implement the spirit of the Central Talents Work Conference, commend young women scientists and teams who have made outstanding contributions to scientific and technological innovation in the forefront of science and technology, the main battlefield of economy, the major needs of the country, and people’s lives and health, inspire the enthusiasm of the majority of female scientific and technological workers for innovation and entrepreneurship, vigorously promote the spirit of scientists, and contribute their wisdom and strength to accelerate the construction of the world’s important talent center and innovation highland, and achieve high-level scientific and technological self-reliance, according to the “The Chinese Association for Science and Technology, the All-China Women’s Federation and the National Committee of China’s UNESCO National Committee on the 18th China Young Women Scientist Award and the 2021 Future Women Scientist Program Candidate Nomination”, the Chinese Association for Artificial Intelligence decided to carry out the 18th China Young Women Scientist Award and 2021 Future Women Scientist Program Candidates Nomination. The relevant matters are hereby notified as follows:

I. The 18th China Young Women Scientist Award

(I). Awards setting

The China Young Women Scientist Award sets up individual awards and team awards.

(II). Selection conditions

1. Individual Award of China Young Women Scientist Award

(1) The candidate should be ideologically and politically firm, love the motherland, abide by the law, support the party’s line, guidelines, and policies, strengthen the “four consciousnesses”, strengthen the “four self-confidence”, resolutely achieve the “two safeguards”, with decent academic style, and actively practicing scientists spirit.

(2) The candidates should be young science and technology leaders who have made major scientific and technological innovations in basic science, life sciences, computer and information fields, and have development potential, pay special attention to the nomination of leading talents in the innovation team.

(3) The candidates should be Chinese female scientific and technological workers who are not more than 45 years old (born on or after January 1, 1976).

2. China Young Women Scientist Award Team Award

(1) The team leader must meet the selection conditions of the China Young Women Scientist Award; the team structure is stable and reasonable, and the main members must inclusive female scientific and technological workers.

(2) The team undertakes major scientific research tasks in the fields of national basic science, life science, computer and information, and has achieved innovative and systematic major scientific and technological achievements.

(3) The team has clear R&D goals and development plans, and has continuous innovation capabilities and good development prospects.

(III) Organization Recommendation

In principle, all branches, local associations for artificial intelligence, and member units recommend no more than one candidate in this field, and no more than one candidate team. The association will organize the selection work, select and recommend 3 candidates and 1 candidate team from them and submit them to the China Association for Science and Technology.

II. 2021 Future Women Scientists Program

(I) Selection scope and conditions

1. the candidates should love the motherland, abide by laws and regulations, be honest and trustworthy, study diligently and hard, have a good learning style and moral quality.

2. Engaged in research in the fields of basic science, life science or computer and information, showing strong scientific research ability and development potential. Research projects involving animals (such as experimental vertebrates) and cosmetic research are not included.

3. Female Chinese females under the age of 35 (born on or after January 1, 1986) are PhD candidates or postdoctoral students (the candidates’ student status or work relationship should be in China, and the PhD candidates should be full-time).

4. Have a scientific research project to be funded by this plan, and the duration of the project research after receiving the funding is no less than 12 months.

(II) Organization nomination

In principle, all branches, local associations for artificial intelligence, and member units recommend no more than one candidate in this field. The association will organize the selection work, select and recommend two candidates from them and submit them to the China Association for Science and Technology.

III. Requirements for Recommended Work

(I) Each recommended person must clearly participate in one of the individual award, team award (person in charge) or future female scientist program of the China Young Women Scientist Award.

(II) Adhere to the principle of openness, fairness, fairness, and preferred selection, broaden nomination channels, be strict in selection conditions, adhere to the evaluation criteria of scientific and technological talents oriented by innovative value, ability, and contribution, and overcome the tendency of only papers, professional titles, academic qualifications, and awards. Ensure the quality of selection.

(III) It should pay more attention to the outstanding young female science and technology workers who have long been working in the frontline of scientific research and production and the arduous industries in the western region, pay attention to the science and technology services in the fields of science popularization, think tanks, poverty alleviation, and non-governmental science and technology diplomacy, and pay attention to the China Association for Science and Technology Young talents promotion project candidates. The contribution of the achievements listed in the nomination form should be mainly made in China, and the candidate (team) should be the main contributor or main accomplisher of the achievement.

(IV) The research direction of the candidate team should meet the key development needs of the country and the industry, have a reasonable structure, and have good sustainable development and service capabilities.

(V) Candidates for the Future Women Scientists Program should not only pay attention to the achievements of the scientific research work they have undertaken so far and the scientific research potential shown, but also the innovation of the projects to be applied for.

(VI) Recommending units, candidates, and teams must consciously abide by scientific ethics and academic standards. Nomination materials should be concise, focused, objective, accurate, and complete. For those who have false materials or other academic misconduct, the qualifications for selection or the qualifications for awards and funding will be revoked according to the procedures after verification. If a candidate or team is complained, the recommending unit and the unit where the candidate or team work in shall conduct an investigation and verification and provide written investigation materials and concluding opinions.

(VII) The recommended materials shall not involve state secrets, and the candidate’s unit shall issue a confidentiality review certificate. Those who violate the confidentiality regulations shall be disqualified from being nominated.

IV. Requirements for Submission of Materials

(I) Requirements for Electronic Material Submission

Candidates are requested to fill in electronic materials, including the Nomination Form for Candidates for the 18th China Young Women Scientist Award (see Annex 1) and relevant attachment materials. Please send electronic materials to msc@caai.cn before February 8, 2022. The material cannot be changed after successful sending.

Attachment materials need to be sent to the mailbox together with the attachments (electronic files in PDF format), no need to provide paper materials. Attachment materials should submit representative results, mainly including:

(1) Main papers and monographs published in public (limited to 3 papers and 1 monograph);

(2) Technical appraisal certificate and intellectual property certification materials;

(3) Technical application certification materials;

(4) Commendation and reward certification materials;

(5) Other evidence of achievements and contributions;

(6) Confidentiality review certificate issued by the candidate's unit.

(II) Requirements for Submission of Written Materials

After the candidates have successfully filled in the electronic materials, please use download and print the Nomination Form. The electronic and paper materials must be consistent.

Written materials include:

1. Nomination Work Materials

One nomination report, which includes the methods of candidate or team generation, expert review and determination of nominated candidates, etc.

2. Materials of candidates for the China Young Women Scientist Award

(1) Five original copies of the Nomination Form for Candidates for the 18th China Young Women Scientist Award (please do not attach another cover page).

(2) The Form for Soliciting Opinions for the Candidates for the Chinese Young Female Scientist Award is made in 3 copies. If the candidate’s unit is a government agency or a state-owned enterprise, this form must be provided.

(3) The Form for Soliciting Opinions for the Person in Charge of the Enterprise is made in 3 copies. If the candidate is the person in charge of the enterprise, this form must be provided.

3. Materials for the candidate team for the China Young Women Scientist Award

(1) Five originals of the Nomination Form of Candidate Teams for the China Young Women Scientist Award (please do not attach another cover page).

(2) The "Chinese Young Female Scientist Award Candidate Solicitation Form" is in 3 copies; if the unit of the candidate team leader is a government agency or a state-owned enterprise, this form must be provided.

(3) The Form for Soliciting Opinions for the Person in Charge of the Enterprise shall be made in 3 copies. If the person in charge of the candidate team is the person in charge of the enterprise, this form shall be provided.

4. Materials for candidates of the Future Women Scientists Program

(1) Five original copies of the Nomination Form for the 2021 Future Women Scientist Program Candidates (please do not attach another cover page).

(2) For doctoral students, please provide a certificate of enrollment issued by the graduate school, indicating the major and planned graduation time; for postdoctoral fellows, please provide a doctorate certificate and work agreement.

(3) Time and Method of Submission of Written Materials

Written materials shall be mailed or submitted on-site to the Secretariat of the Chinese Society of Artificial Intelligence by the nomination channel before February 28, 2022 (subject to the local postmark). Except for the above two methods, materials submitted by other methods will not be accepted in principle.
