In order to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the Central Talent Work Conference, adhere to the world's scientific and technological frontiers, face the main economic battlefield, face the major needs of the country, and face the people's life and health, commend young scientific and technological talents who have made outstanding contributions to national economic development, social progress and scientific and technological innovation, stimulate enthusiasm for innovation and entrepreneurship, cultivate a large-scale team of young scientific and technological talents, and create a large number of first-class scientific and technological leading talents and innovation teams. And at the same time, to accelerate the construction of the world’s important talent centers and innovation highlands, and to achieve a high level of scientific and technological self-reliance and self-reliance, in accordance with the requirements of the Notice of the Organization Department of the CPC Central Committee, the Ministry of Human Resources and Social Security, the China Association for Science and Technology, and the Central Committee of the Communist Youth League on the Nomination of Candidates for the 17th China Youth Science and Technology Award the China Assocition for Artificial Intelligence decided to carry out the recommendation of candidates for the 17th China Youth Science and Technology Award. The relevant matters are hereby notified as follows:

I. Selection conditions

(I) Be ideologically and politically firm, love the motherland, abide by discipline and law, support the party’s line, principles, and policies, enhance the “four consciousnesses”, strengthen the “four self-confidences”, and resolutely achieve the “two safeguards”, study in an upright style, and actively practice the spirit of scientists.

(II) The selection of the China Youth Science and Technology Award meets one of the following conditions:  

1. Important and innovative achievements and outstanding contributions in the field of natural science research;  

2. Major and creative achievements and contributions in engineering and technology, and remarkable application results;  

3. Outstanding achievements in the popularization of science and technology, the promotion and transformation of scientific and technological achievements, and the management of science and technology, resulting in significant social or economic benefits.  

(III) The selection of the Special Award of the China Youth Science and Technology Award meets the following conditions:  

 Outstanding young scientific and technological leaders who have made major achievements or made outstanding contributions in scientific research or engineering technology, have great potential for development, and can be a model of abiding by scientific ethics.  

(IV) Citizens of the People’s Republic of China. Male candidates are not more than 40 years old (born on or after January 1, 1981) and female candidates are not more than 45 years old (born on or after January 1, 1976)

II. Recommended quota

The recommended number of branches of the association, local artificial intelligence associations and member units shall not exceed 1, and the association will organize the selection work, from which 2 candidates for Chinese young scientific and technological talents will be selected and recommended and submitted to the China Association for Science and Technology.

III. Recommend work requirements

(I) Adhere to the principle of “openness, justice, fairness and selection”, broaden the nomination channels, strictly select the conditions, adhere to the evaluation standards for scientific and technological talents oriented by innovative value, ability and contribution, overcome the tendency of only papers, only professional titles, only academic qualifications, and only awards, and ensure the quality of selection.

(II) The candidate’s scientific and technological achievements should be mainly based on the results made in domestic area, and the candidate should be the main completer or the main contributor. The nomination of candidates should pay attention to the orientation of outstanding young scientific and technological workers who have worked for a long time in the front line of scientific research and production and in arduous industries in the western region.

(III) Candidate nomination materials are the main basis for the evaluation of the China Youth Science and Technology Award, which should be concise, and should focus on highlighting the value, ability and contribution of innovation. Reporting in non-academic newspaper publications is not used as supporting material.

(IV) Recommending units and candidates should consciously abide by scientific ethics and academic norms, the nomination materials should be objective, accurate and complete, and the nomination materials should be filled in untruthfully, and a “one-vote veto” shall be implemented. If the candidate is complained, the recommending unit and the candidate’'s unit shall conduct investigation and verification, and provide written investigation materials and concluding opinions.

(V) Candidates’ nomination materials must not involve state secrets, and the unit to which the candidate belongs shall conduct a confidentiality review of the nomination materials (including attachments) and issue a confidentiality review certificate. Those who violate confidentiality provisions shall be disqualified from being nominated.

IV. Material submission requirements

(I) Requirements for submission of written materials

1. The original of the Nomination Form of the 17th China Youth Science and Technology Award, and the 14th “Nomination Opinions” in the nomination form are temporarily not filled in.  

2. 1 copy of the attachment materials (bound into a book), mainly including:  

 (1) Published major papers and monographs (limited to 3 papers, limited to 1 monograph);  

 (2) Technical appraisal certificate and intellectual property rights certification materials;  

 (3) Technical application certification materials;  

 (4) Recognition and award certification materials;  

 (5) Other achievements and contributions certification materials;  

 (6) Confidentiality review certificate issued by the candidate’s unit.  

(II) Material submission time  

 Written materials should be sent to the Secretariat of the Association before 18:00 on January 20, 2022; the electronic version of the materials should be sent to the mailbox msc@caai.cn on the same date, and the electronic version of the materials is consistent with the written materials.
