For further carry out important speech spirit of general secretary Xi series new concepts, new ideas and governing the new strategy, vigorously implement the strategy of innovation driven development and the strategy of reinvigorating China through human resource development, arouse the youth science and technology workers of innovation to create enthusiasm, guide the broad masses of young workers rushed to action, active in innovation of science and technology to create millions of youth science and technology talent, contribute wisdom and strength to building China into a world power in science and technology, meet the 19th CPC national congress with excellent results, the organization department of the CPC central committee, the ministry of human resources and social security, the China association for science and technology and the central committee of the communist youth league have decided to recommend and select candidates for the 15th China youth science and technology awards, and choose “Outstanding Young Scientific and Technological Talents of China” among the winners. The relevant matters are hereby notified as follows:

I. Qualifications for candidates

(1) Candidates of “China youth science and technology” awards

1. One must uphold the party's line, principles and policies, love the motherland, abide by discipline and law, have the scientific spirit of “dedication, innovation, realistic, cooperation”, and has a decent lifestyle.

2. Meet one of the following conditions:

(1) To make important and innovative achievements and outstanding contributions in the field of natural science research;

(2) To achieve significant and creative achievements and make outstanding contributions in engineering technology and have made remarkable effects;

(3) To make outstanding achievements in the popularization of science and technology, the transformation of scientific and technological achievements, and the management of science and technology, and have produced significant social or economic benefits.

3. Citizens of the People's Republic of China. Male candidates shall be under the age of 40 (born on or after January 1, 1977) and female candidates shall be under the age of 45 (born on or after January 1, 1972).

(2) Candidates for outstanding young scientific and technological talents in China

Candidates selected from the winners of this year's China youth science and technology awards must match the following conditions on the basis of meeting the criteria for the selection of China youth science and technology awards:

1. One should have scientific spirit and ethics, and can be regarded as an example and model among young scientific and technological workers.

2. One should have made high-level, innovative and breakthrough achievements and made outstanding contributions in the field of natural science research, engineering technology and the transformation of scientific and technological achievements. The achievements can represent China's scientific and technological level, ranking at the forefront of science and technology in the world. One should be the top young talent in his discipline, have certain influence among international peers and strong scientific research leadership and collaborative innovation ability.

3. The age should not exceed 40 (born on or after January 1, 1977).

III.Recommend requirements

(1) Adhering to the principles of “openness, fairness, fairness and selection of the best”, expanding the channels of recommendation, and strict selection conditions to ensure the quality of selection.

(2) The recommendation of candidates shall give priority to outstanding young scientific and technological workers who have worked in the forefront of scientific research and production for a long time and in the less developed areas of the west, and to outstanding young scientific and technological workers working in non-public economic organizations.

(3) Candidate recommendation materials are the main basis for the evaluation of China youth science and technology awards. They should be concise and with emphasis on the innovative achievements and contributions of the candidates. Nonacademic newspaper reports will not be used as supporting material.

(4) The recommending institutes and candidates shall consciously abide by the scientific ethics and academic standards, and the recommendation materials shall be objective, accurate and complete. Any false recommendation materials shall be rejected. If the candidate is complained, the institute and the organization of the candidate shall conduct investigation and verification and provide written investigation materials and conclusive opinions.

(5) The candidates’ materials shall not involve state secrets, and the institute to which the candidate belongs shall issue a non-confidential examination certificate of the materials recommended. If the material violates the confidentiality regulations, it shall be disqualified from being recommended.

IV.Requirements for recommending and submitting materials

(I) Requirements for submission of electronic materials

Logging in http://qnkjj.cast.org.cn, organizing candidates to register with “candidate registration password” and fill in electronic materials after logging in. The materials include the recommendation form of the 15th China youth science and technology awards (see annex 1) and related annex materials. The user name and password of recommended institute, and candidate’s registration password should be sent separately.

Please upload the candidate’s electronic materials before October 5, 2017. The materials cannot be changed after successful upload.

(2) Requirements for submission of written materials

After successful uploading of candidates’ electronic materials, the written materials shall be printed from http://qnkjj.cast.org.cn. The electronic materials shall be consistent with the paper materials.

Written materials include:

1. The recommendation form of the 15th China youth science and technology award is in 20 copies, including 2 originals and 18 photocopies. The recommendation opinions of the candidates’ institutes in the recommendation form shall provide clear opinions on the candidates’ political performance, honesty, self-discipline and moral conduct, as well as the authenticity, accuracy and confidentiality of the materials.

2. One copy of the attached materials (bound into a book) includes:

(1) Mainly published papers and monographs (limited to 3 papers and 1 monograph);

(2) Catalogue of major scientific and technological achievements;

(3) Materials of papers and monographs cited by others;

(4)  Technical appraisal certificate and intellectual property rights certification materials;

(5) Materials technology application certification;

(6) Materials of awards;

(7) Other materials of achievements and contributions.

3. A certificate of confidentiality examination issued by the institute of the candidate.

(3) The time and method of submitting written materials

Please submit the candidate’s written materials to the CAAI before October 10, 2017. Materials can be submitted on site. The time for on-site submission of materials is 9:00 -- 17:00 from Monday to Friday. It can also be sent by express mail. Please send it before October 10th. In addition to the above two ways, other ways to submit materials do not receive. If the submission of materials fails to meet the requirements and the submission of materials is delayed, the candidate shall bear the responsibility.

V.Organization and leadership

The organization department of the CPC central committee, the ministry of human resources and social security, the China association for science and technology and the central committee of the communist youth league are responsible for organizing the selection and commendation of the China youth science and technology awards. China association for science and technology is responsible for the organization and implementation, establishes committee office which is responsible for the selection and commendation of the daily work and the office is set in the personnel department of China association for science and technology.
