Dear members:

In order to implement the initiatives of the "Notice of the General Office of the China Association for Science and Technology on the Implementation of the Project for Promoting Young Talents for the Year 2017-2019" (letter No. 158 of CAST )， CAAI  actively apply for the project of "Youth Talents Promotion Project" and get the support of CAST. In accordance with requirements of the “Project Management Measures for Youth Talents Enrollment (Trial version)” of CAST, our association now organizes the application and selection of the "Youth Talents Promotion Project" from 2017 to 2019.

The relevant matters are hereby notified as follows:

1. Introduction of the "Youth Talents Promotion Project"

In accordance with the requirements of the "Opinions of the CAST on Implementing the Project of Improving the Innovation and Service Ability of the Association", CAST implements the "Youth Talents Promotion Project", guides and supports the Society to innovate the selection mechanism, training mode and evaluation criteria for young scientific and technological talents, so as to cultivate and train a large number of outstanding young scientific and technological talents. To build up a reserve team of high-level scientific and technologically innovative talents is an important human resource guarantee for building an innovative country to realize the Chinese dream. The "Young Talents Promotion Project" is a project sponsored by CAST which supports the implementation of the National Association of Science and Technology, or the association of societies affiliated to CAST. The implementation work is mainly divided into the stages including applying, evaluation, implementation, inspection and acceptance. By means of awards instead of subsidies and stable support, we will vigorously support young scientific and technological talents under 32 years old who have greater innovation ability and development potential. We will support each one for three years, focusing on candidates with independent research and design, participants in high-level international academic exchanges, serving in influential international non-governmental science and technology organizations, helping them to make outstanding achievements in the golden age of creativity, and striving to grow into excellent moral character, outstanding professional ability, strong sense of social responsibility, comprehensive quality and international. The academic and technological leaders of vision have become the important reserve forces of high-level leaders and high-level innovation teams in the main scientific and technological fields of the country.

In accordance with the unified work plan of CAST, CAAI is now conducting the applying and selection work for its members. We adopt "self-recommendation" and "sea selection". We will select the best among the eligible members and determine the final candidates.

2. Conditions for applying

(1) Those who are members of CAAI. And actively participate in the activities of the association.

(2) Under 32 years old (including 32 years old, namely, born after January 1, 1985);

(3) Love and devotion to the research of artificial intelligence, a good educational and academic background, excellent morality, and the ability and basic conditions to independently carry out scientific research. Be able to independently carry out scientific research and design, and dare to innovate and promote cooperation between industry, University and research.

3. Supports

The selected candidate will receive a special grant of 150,000 yuan per year to support independent research topic selection, design and implementation, participate in high-level international academic exchanges, and hold positions in influential international non-governmental science and technology organizations. Those who pass the annual assessment will receive three consecutive years of funding.

IV. Selection procedures

(1) Applying: Please submit the Doc file of the recommendation form to the Secretariat of CAAI;

(2) Assessment: After the applying materials are collected, experts will be organized to conduct the evaluation and determines the list of candidates for "youth talents";

(3)Principles: The project well be carried out and managed in accordance with the "Measures for the Management of the Project for the Entrustment of Young Talents (Trial version)" of the China Association for Science and Technology.

V. Applying

To download and fill in the CAAI "Youth Talents Promotion Project" Self-Recommendation Form. Please submit it to the Secretariat of the CAAI (msc@caai.cn) by e-mail before September 22, 2017, and it will not be accepted after the deadline.
