To further strengthen scientific and technological foresight and research, lead original scientific research and promote scientific and technological self-reliance and self-improvement, according to the “Notice of the General Office of the China Association for Science and Technology on the Collection of Major Scientific Issues, Engineering Technical Problems and Industrial Technical Problems in 2022 (Letter from the Office of the Chinese Association for Science and Technology [2022] No. 19)”, the Chinese Association for Artificial Intelligence is now carrying out the work of collecting frontier scientific issues, engineering technical problems and industrial technical problems in the field of artificial intelligence. The relevant matters are notified as follows:

I. Collection time

From the date of publication of the notice until March 31, 2022.

II. Content and field of collection

Facing the world's science and technology frontier, the main economic battlefield, the country's major needs, people's life and health, recruiting frontier scientific issues, engineering and technical problems and industrial technology issues that have a leading role in the future development of science and technology. Strengthen the collection of scientific and technological problems related to national strategic scientific and technological forces and strategic emerging industries, especially major basic research problems, key common technologies, leading-edge technologies, modern engineering technologies, disruptive technologies, crucial technologies, key technologies for sustainable development, etc., with emphasis on the relevant issues in frontier cross-fertilization fields. The scope of the collection covers, in principle, all natural science, engineering and industrial fields, with emphasis on information technology.

III. Collection method

Recommending units can recommend individually or jointly, and encourage the joint recommendation of corresponding foreign science and technology organizations or international experts. Each recommending unit can recommend 3-5 frontier scientific issues, engineering technology problems and industrial technology problems. Each member or scientist in the field of artificial intelligence can recommend 1-3 frontier scientific problems, engineering technical problems and industrial technical problems.

Chinese Association for Artificial Intelligence may recommend 3-5 each of frontier scientific issues, engineering technical problems and industrial technical problems to the China Association for Science and Technology.

IV. Requirements for the collection

(a) Each problem should include the problem title, discipline, key words, and the body of the problem (including problem description, problem background, recent progress, and significance). The length of the main text should be about 2000 words. Except for the title and keywords, which are written in both English and Chinese, the rest of the text should be written in Chinese (Annex 1). Problems that do not follow the prescribed format will not enter the selection process.

(b) Grasp the definition of problems and challenges, in the form of frontier scientific problems, engineering technology problems and industrial technology problems; focus on the "point" of the problem, in principle, the problem should be refined to at least three levels of granularity below the discipline; for both the need for innovation in scientific principles and the need for innovation in engineering technology applications, further refinement of the problem can be considered; for cross-disciplinary, interdisciplinary, cross-fertilization of problems and problems, depending on the situation, consider clarifying the application areas and scenarios.

(c)Please submit the collection materials (Annexes 1 and 2) to zhb@caai.cn by March 31, 2022, late submissions will not be accepted.

V. Organizational recommendation procedures

(a) The association will set up the expert recommendation committee in accordance with the requirements of the China Association for Science and Technology(CAST), evaluate the widely collected issues and problems, and select 3-5 each of frontier scientific issues, engineering and technical problems and industrial technology problems for formal submission to CAST.

(b) CAST will form the expert group in the field and the final selection of the expert committee, through the preliminary selection of scientific and technical workers, the re-election of field experts, the final selection of the expert committee 3 links, the selection of the recommended issues for evaluation, the selection of frontier scientific issues, engineering and technical problems and industrial technology issues 10 each.

(3) The 30 problems selected through the final evaluation will be released to the public. The 30 problems and the popular science articles will be published in separate collections. A series of high-level seminars will be held around the selected frontier scientific issues, engineering technology problems and industrial technology problems, and a recommendation report will be submitted to relevant departments as a reference for decision-making.
