Notice of the CAAI on selecting academician candidates of the Chinese academy of sciences and Chinese academy of engineering in 2019

All member units and branches :

The program of co-selection of academicians of the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE) has been officially launched in 2019.  The Chinese Association for Artificial Intelligence (CAAI）now begin its election work within member units and branches. The relevant notice is as follows:

I. Selection channels and quotas

Selection channels

1.According to relevent regulations of the CAS and the CAE, a candidate for the same academician may be recommended (nominated) by an academician and by an academic body of  the China Association for Science and Technology (CAST) at the same time.

2. The candidates for academicians shall be recommended (nominated)  by the relevant national societies, associations and research institutes affiliated to the CAST (hereinafter referred to as "the relevant national societies") and the association for science and technology in  provinces, autonomous regions, municipalities directly under the central government and xinjiang production and construction corps (hereinafter referred to as "the provincial associations for science and technology"). Applications from candidates in person will not be accepted.

3. The CAAI may recommand candidates for academicians of the CAS and the CAE.The CAAI and the provincial associations for science and technology may elect the same candidate.

Selection quotas

 There is no limit to the number of candidates selected by the CAAI, but the criteria should be strictly adhered to.

II. Criteria and conditions for academician candidates 

The selection of academician candidates by the CAAI shall be conducted in strict accordance with the criteria and conditions for academicians set by the CAS and the CAE, as well as the requirements for recommending (nominating) academician candidates by academic organizations, and mainly select candidates within  members units and branches.

Criteria and conditions for academician candidates of the CAS.

Any researcher, professor or scholar or expert of Chinese nationality who has made great and creative achievements and contributions in the field of science and technology, loves the motherland, and has a decent learning style can be recommended as a candidate for the academician of the CAS.The recommended person should be engaged in natural science, technical science and engineering science.

Criteria and conditions for academician candidates of the CAE.

A senior engineer, researcher, professor or expert of the same title who is of Chinese nationality and who has made significant and creative achievements in engineering science and technology, loves the motherland, has a decent learning style and is of good conduct may be nominated as an academician candidate of the CAE.

Candidates shall not be over 65 years old (born on or after July 1, 1954).

For any valid candidate who has been recommended to the CAS or the CAE in 2013, 2015 or 2017 for three consecutive times, the qualification of he or she shall be suspended in 2019.

Civil servants and leading cadres at or above the department level of the Party and government organs shall not be listed as candidates (those who hold technical posts in the public security organs may be candidates for academicians of the CAE).Military administrative cadres shall not be recommended as candidates for academicians of the CAE (except those who concurrently hold technical posts).

(6) Chinese scholars and experts residing in Hong Kong, Macao special administrative region, Taiwan province or other countries shall not be elected by national institutes of science and technology or provincial-level associations for science and technology.

3.Contents and requirements of materials submitted

All materials submitted by a candidate shall not involve state secrets, and any materials related to secrets that cannot be avoided shall be submitted separately through confidential channels in accordance with the relevant provisions of the state on confidentiality and the Measures for the Evaluation and Administration of Secret-related Materials for Academician Candidates of the Chinese Academy of Sciences and Provisions on Confidentiality in the Adding Election of Academicians of the Chinese Academy of Engineering.

Among them, candidates for academicians of the Chinese Academy of Sciences may not submit materials of confidential level or above.

If the materials violate the confidentiality regulations, the candidate shall be disqualified for being recommended (nominated).

Ⅰ. Materials of the candidates

1. Materials of the candidates of academicians of Chinese Academy of Sciences

(Ⅰ) 8 copies of Recommendation Letter for Academician Candidate of Chinese Academy of Sciences (Recommended by Academic Organizations) (hereinafter referred to as recommendation letter), including 3 originals.

(Ⅱ) 8 paper copies of attachment 1 to the Attachment Materials of Adding Selected by Academicians of Chinese Academy of Sciences ( hereinafter referred to as attachment materials), including 3 original copies.

(Ⅲ) One set of paper parts in attachment 1 to attachment  6.

(Ⅳ) Two copies of the Confirmation Letter on the Authenticity of the Materials

(Ⅴ) Two copies of the Confidentiality Examination Certificate of the Attached Materials (given by the employer of the recommended person).

(Ⅵ) One CD, which includes an electronic document in word format of attachment 1 of Recommendation Book and Attachment Materials, and an electronic document in PDF format of attachments 2 to 6 of Attached Materials (the size of the document should not be greater than 50 MB).

(Ⅶ) One paper copy of peer expert evaluation form (see attachment 1 for the format).

2.Materials of the candidates of academicians of the Chinese Academy of Engineering

(Ⅰ) 10 copies of Nomination Letter for Academician of the Chinese Academy of Engineering (for Nomination by China Association for Science and Technology) (hereinafter referred to as nomination letter), including 6 originals.

The original copy shall be signed by the candidate, examined by the institution to which the candidate belongs, and affixed with the official seal of the institution.

(Ⅱ) Attached materials: one set of copies of the award certificates of the candidates for major science and technology awards (no more than 6 items);

The certificate of patent for invention and the copy of the patent for invention and its implementation shall be issued in one set (no more than 6 items);

Representative papers and works and comments in one set of original or photocopies (no more than 10 papers and volumes);

The original or copy of the important achievements in engineering design, construction, operation and management (no more than 5 papers or volumes);

One copy of the candidate's ID card.

(Ⅲ) One CD, the content of which is the data file in mdb format generated by the nomination system for academician of the Chinese Academy of Engineering, the Nomination Letter in word format and the electronic version of the attached materials. No USB flash disk, portable hard disk or other storage media are accepted.

(Ⅳ) Two copies of the certificate of confidentiality examination of the Nomination Letter and the attached materials and the description of the scope of use (issued with the seal of the institution to which the candidate belongs).

(Ⅴ) One paper copy of peer expert evaluation form (see attachment 1 for the format).

Ⅱ. Requirements for material submission

1. The materials shall be submitted in full and all the paper parts of the materials shall be consistent with the corresponding electronic documents.

If the materials for the election are lacking or incomplete, the materials submitted to the candidates shall be invalid.

2. Please submit the materials before February 12, 2019. The overdue materials will be invalid.

If the documents are submitted by mail, please send them by express delivery. The time is subject to the local postmark.
