On December 20, 2019, the establishment meeting of Sichuan Association for Artificial Intelligence was held in Chengdu. Dai Qionghai, CAAI chairman, academician of the Chinese Academy of engineering and professor of Tsinghua University, was invited to address the conference. Leaders from relevant departments of Sichuan Province, Sichuan University, University of Electronic Science and Technology, Southwest Jiaotong University, Southwest University of Finance and Economics, Chengdu University of Information Technology, Chengdu Institute of Computer Application, provincial association, relevant enterprises and institutions, and scientific research institutes attended the meeting. 170 CAAI member representatives attended the meeting.

The conference was presided over by Ren Zhiyu, deputy leader of the preparatory group of Sichuan Asociation of Artificial Intelligence. Professor Zhang Yi, leader of the preparatory group of Sichuan Institute of artificial intelligence and academic dean of School of Computer Science (School of software) of Sichuan University, introduced the preparatory situation of the Institute. Relevant leaders of Sichuan Provincial Department of Civil Affairs and Sichuan Association for Science and Technology read out relevant documents agreeing to the establishment of the association. With the vote of all members, the articles of Regulations of Sichuan Association for Artificial Intelligence, Financial Management Measures of Sichuan Association for Artificial Intelligence, Membership Fee Management Measures of Sichuan Association for Artificial Intelligence, Election Measures and other documents were adopted. The board of supervisors and board of directors of the Institute were elected.

In the following first Council of Sichuan Association for Artificial Intelligence, Zhang Yi, academic dean of School of Computer Science (School of software) of Sichuan University, was elected as the president of the first Council. LV Jiancheng, Li Tianrui, duanjiang, Jiang Tao and other 12 comrades were elected as vice presidents. Ren Zhiyu was elected as the Secretary General.

Dai Qionghai, CAAI chairman, academician of the Chinese Academy of engineering and professor of Tsinghua University, delivered a speech to the conference. He pointed out that Chinese Association for Artificial Intelligence is the only national level society in the field of artificial intelligence. As a witness and promoter of the third development wave of global artificial intelligence, CAAI will adhere to the main idea of "cross integration, enabling industry, facing the future, and development and expansion", strengthen cooperation with colleagues from all walks of life, and establish an organized, efficient and responsible innovation opportunity System, cultivate the source power to promote the rapid growth of intelligent economy, and accelerate the construction of scientific and technological innovation power of a community with a shared future for mankind.

In recent years, Sichuan provincial Party committee and government have formulated a series of policy plans with local characteristics and feasibility in response to the call of the state. Sichuan provincial government, institutions of higher learning and industrial institutions have cooperated with each other in many ways, and the results are obvious to all.

Tu Zhi, member of the Standing Committee of the Party committee and vice president of Sichuan University, delivered a speech to the members' Congress. He pointed out that Sichuan University, as the initiator, will vigorously support the development of Sichuan Association for Artificial Intelligence, conduct in-depth docking with the association, and realize the good wishes of mutual benefit, resource sharing and common development. Sichuan University will continue to promote the development of artificial intelligence technology and industry, promote the in-depth integration of artificial intelligence technology and other fields, and make artificial intelligence create real value in combination with Sichuan Association for Artificial Intelligence.

Chairman Zhang Yi made a statement. He pointed out that the development of artificial intelligence has risen to the level of national strategy. CAAI members should learn carefully and thoroughly understand the spirit of general secretary Xi Jinping's speech, give full play to the bridge role of liaison with government, enterprises and academic circles, expand their own advantages, and create a unique, influential and centripetal society. In today's world, artificial intelligence has profoundly changed the way people know the world, society and themselves, and redefined the way of human life and thinking in the future. In order to effectively build the Sichuan Association for Artificial Intelligence, give full play to the role of the society, and promote the research and industrial development of AI in Sichuan Province, president Zhang Yi put forward three opinions on the future work of the association, namely, to raise "quality" with "wisdom", to achieve "knowledge" with "wisdom", and to raise "ambition" with "wisdom".
