Launching the Excellent Sino Foreign Youth Exchange Program of China Association for Science and Technology (CAST) in 2019

In order to thoroughly implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and his important guides on scientific and technological innovation, talents, and the youth, we should support young scientists and technicians to visit foreign universities, research institutes and laboratories to meet the major strategic needs of the state, conduct short-term visits and exchanges with foreign counterparts, and jointly carry out academic research with international counterparts to promote young scientists and technicians.

To approach the frontier of international science and technology, broaden the vision of international science and technology, grasp the world scientific and technological trend, and build up a reserve team of high-level scientific and technological innovative talents, according to the requirements of the Excellent Sino Foreign Youth Exchange Program of CAST in 2019 (〔2019〕243), Chinese Association for Artificial Intelligence (CAAI) hereby notifies the following matters:

I. Funding Quotas, Limits and Requirements

The Excellent Sino Foreign Youth Exchange Program of CAST in 2019 has a quota of no more than 200, including about 100 outstanding Chinese youth science and technology talents to visit the foreign exchange program and 100 foreign outstanding young science and technology talents to China.

The recipients are Chinese full-time PhD students, post-doctoral fellows, and young science and technology talents (including assistant professors, assistant researchers, associate professors, and associate researchers) who should meet the following requirements:

(1) The recipients should support the CPC's line, principles and policies, be firm in ideology and politics, love the motherland, be honest in style, abide by discipline, law and scientific ethics, and possess a good style of academics.

(2) The recipients should engage in research work in the fields of natural science and engineering technology, with good scientific research capacity and potential.

Priority funding will be given to recipients whose research areas meet the country's urgent strategic development needs.

(3) The graduation time of Ph.D. students can not earlier than 30 June 2021 (excluding postponed graduation), and the departure time of post-doctoral students can not earlier than 30 June 2021. The age of young scientific and technological talents should not exceed 35 years (the age calculation is up to 1 July 2019).

(4) In principle, it should meet the foreign language qualifications for the category of visiting scholars.

(5) In principle, the time for visits and exchanges is more than three months (inclusive).

(6) The tutor and research team should keep good cooperative relations with foreign universities, research institutions and laboratories.

(7) The research field and research work do not involve state secrets.

(8) The candidate must be a CAAI member.

II. Recommendation Units and Quotas

As one of the recommended units, CAAI can recommend 2 candidates in its subject area.

III.  Implementing Principles

(1) Give full play to the organization of CAST.

Excellent Sino Foreign Youth Exchange Program of CAST is under the guidance of the Special Committee of the Young Science and Technology Workers of the Ninth Standing Committee of CAST.

CAST and the provincial science associations should fully mobilize the role of the grassroots organizations of the association.

The research institutes have a wide range of experts, a wide range of disciplines, a broad vision, and close international exchanges.

They provide theoretical guidance, experience support and efforts for the exchange of young and middle-aged science and technology talents at home and abroad.

(2) Give full play to the role of the grassroots organizations of the association.

According to their own characteristics, under the guidance of tutors and experts, young science and technology talents should effectively link up with the research topics and team needs, select foreign universities, research institutions and laboratories with good cooperative relations, and tailor-made exchange programs to ensure quality and effectiveness.

(3) Fully do a good job in guaranteeing funds.

CAST will grant 50,000 yuan to the selected candidates to ensure that they can delve into and conduct academic exchanges.

Encourage the recommended unit or the unit where the candidate is located to provide subsidy or support for supporting funds, and extend the interview and exchange time of the selected candidates.

IV.  Working Procedures

(1) Nomination

In the recommendation nomination process, the candidate tutor or the person in charge of the team fills in the recommendation. The candidate tutor or the team leader should have a professional title.

CAAI will comprehensively consider the personal development potential of the target, the significance and necessity of the visit and the actual needs of the research team, the research and working conditions of the proposed exchange organization, as well as the development trend of the subject area, organizing experts to select candidates according to the allocation quota. .

(2) Evaluation

CAST organizes experts to evaluate candidates, comprehensively examine their research capabilities and development potential, the necessity and feasibility of accessing the exchange program, according to the urgent strategic needs of the country and the distribution of the subject areas.

(3) Establishment and Implementation

The association guides candidates to choose foreign universities, research institutes and laboratories, formulates visits and exchange plans, and organizes relevant experts to make recommendations, communications and coordination, and carry out academic exchanges.

The selected candidates should complete the exchange abroad before the end of 2020.

(4) Inspection

Within one month after the end of the exchange abroad, the selected candidates should submitt a summary of the work and the research of the selected participants to the association. Among them, the work summary including exchange visits, learning situation, scientific research situation and exchanges of friends should be inspected by the association.

V.  Requirements for Material Submission

(1) Recommended work materials content

One recommendation report, should include a work program, a recommendation evaluation， a candidate list, a recommendation unit account (with account name, branch or branch office, account number on it) and so on, amd should also have the official seal of recommendation unit on it (if there is no official seal of the Association of Science and Technology of the University, it can be signed by the relevant departments of the University).

(2) Requirements for Material Submission

1. The Excellent Sino Foreign Youth Exchange Program of China Association for CAST in 2019 is in duplicate. Please do not attach a cover.

2. The research field and research work of the candidate's confidential department issued by the candidate's unit does not involve proof of state secrets.

3. The recommendation report and the plan recommendation form are submitted to the electronic version by e-mail.

Please submit the above written materials to CAAI's mailbox and the address before October 15, 2019. The electronic materials and paper materials must be consistent.
