According to the relevant regulations of the " Chinese Institute of Command and Control Science and Technology Award Reward Regulations (Trial)", the CICC Lifetime Achievement Award is awarded to scientific and technological workers who have made important breakthroughs in the frontiers of command and control science and technology and applied technology innovation. Or in the process of the transformation and industrialization of command and control scientific and technological achievements, scientific and technological workers who have made outstanding achievements, made great contributions, or created remarkable national defense, social, and economic benefits will be awarded.

The Science and Technology Award Review Committee of the Chinese Institute of Command and Control held a final evaluation meeting on June 12, 2018, and unanimously elected Li Deyi, a researcher from the Institute of Systems Engineering of the Academy of military Sciences, as the winner of the 2018 CICC Lifetime Achievement Award, in recognition of Li Deyi's outstanding contributions to the progress of command and control science and technology.

Li Deyi (1944.11.28 -), born in Tai county, Jiangsu Province, graduated from the Department of Radio Engineering of Nanjing Institute of technology in 1967. In 1983, he received a doctor's degree in computer engineering from hayatt Watt University in Edinburgh, UK. In 1996, he was promoted to a major general of professional technology. He is a famous command and control and artificial intelligence expert in China, an academician of Chinese Academy of engineering, an academician of Eurasian Academy of Sciences, honorary chairman of Chinese Institute of Command and Control, and chairman of Chinese Association for Artificial Intelligence.

 

Reasons for award:

Li Deyi is a famous expert in command and control and artificial intelligence in China. He is a leader in the development of command and control science and technology in China. He has made important contributions to the construction and development of command and control discipline. He has been engaged in the research of command and control, system engineering and artificial intelligence for a long time. He has achieved important research results in the overall demonstration of command automation and system design. He has played an important role in the realization of system interconnection, information exchange and resource sharing, and has made important contributions to the construction of command and control discipline team, personnel training and scientific research.

Li Deyi was the first person in the world to put forward the theory of control flow data flow graph pairs and a set of methods realized by logic language, which proved the equivalence between relational database model and first-order predicate logic. In 1985, he won the award of the best academic achievement of computer and control journals by international IEE headquarters. He proposed cloud model for uncertain knowledge representation, intelligent control, data mining and knowledge discovery. In 1999, he overcame the world difficult problem of "three-level inverted swing balance", and won the outstanding paper award of the World Federation of automatic control. His representative monograph, uncertain artificial intelligence, was awarded the national 100 excellent original books award by the State Administration of press and publication in 2007, and has been listed as postgraduate teaching materials by more than 10 universities such as Tsinghua University, Wuhan University and Imperial College of technology. In the past ten years, he has put forward the "driving brain" for intelligent driving, guided the development of more than ten types of intelligent vehicles, including passenger cars, buses, logistics trucks, low-speed electric vehicles, and successfully completed the unmanned driving test activities from Beijing to Tianjin, Zhengzhou to Kaifeng, which promoted the development of China's intelligent driving industry.

He has successively won 18 national and military level science and technology progress awards, published 3 English Monographs, won more than 10 national invention patents, published more than 180 academic papers, edited 7 technical books, and cultivated more than 100 doctoral and master degree students. Academician Li has been awarded by the state to returned students who have made outstanding contributions and enjoy the special allowance of the government. He is also a young and middle-aged expert with outstanding contributions from the state, and won the military Professional and Technical Major contribution Award.
